Sounds like you have separate problems. If you are speaking of carburetor flooding only, this would be; a bad float, float neetle, neetle seat, or dirty or out of adjustment of these parts. Also if you mean a carb leak it could be a loose bowl plug, bad plug "O" ring, or bad bowl gasket. Only if you have a leak out of the petcock would you need to fix a petcock leak
